Dominaria is a large set with 101 commons, 80 uncommons, 53 rares, 15 mythic rares, and four variations of each standard basic land. Dominaria is the first set in a new era where only large sets will be printed. This is the normal size for a large set of this era. Foil cards are included in booster packs with advertised odds of 1 : 67 cards. The set was printed in English in the USA and Belgium.
Dominaria was sold in 15 card booster packs (which contain an additional ad card). Booster boxes have 36 packs.
The US printing uses sequential collation with C1/C2 common collation. Every pack contains at least one legendary creature. This complicates uncommon and rare collation somewhat compared to packs of other sets.
Packs have a special slot for a legendary creature, and the collation will look slightly different depending on whether this slot has an uncommon or rare card. The 10 commons will always come first followed by non-legendary uncommons. Then if the legendary slot is rare, there will be three non-legendary uncommons, otherwise only two. If the legendary slot is rare, there will be no normal rare, otherwise the normal rare will follow the non-legendary uncommons. Next is the foil (if any) which replaces a common, followed by the uncommon or rare legendary slot, then the basic land and ad card. Cards are back-facing.

Packs are evenly split between C1 commons and C2 commons. C1 packs will contain 2×A + 2×B + 6×C or 3×A + 2×B + 5×C. C2 packs will contains 4×A + 2×B + 4×C or 4×A + 3×B + 3×C or 4×A + 4×B + 2×C. (Note that the second of these C2 pack types was not possible in earlier sets.)

When a foil appears in a pack, it will displace a common card. The common foil sheet includes the 20 basic land variations each one in addition to each common. The rares and mythic rares are also printed on the same sheet with each rare appearing twice.
Common foils appear only in C2 packs and displace an A common. Uncommon foils can appear both in C1 and C2 packs (at equal rates) and displace B commons. Rare foils appear only in C2 packs and displace a C2 common. Nothing in Dominaria displaces C1 commons. Common foils appear 1 in every 8 packs. The uncommon and rare rates are not known exactly.
There are 20 uncommon legendary creatures. The remaining 60 uncommons are divided into a 30 card A run and a 30 card B run. Each gets its own sheet with each card appearing four times and a filler slot. Packs with an uncommon in the legendary slot get an A uncommon followed by a B uncommon. If there is a rare in the legendary slot, then there will either be two A uncommons followed by a B or one A followed by two B uncommons (each half the time). The uncommon legendary creatures are printed on a separate sheet.
There is a rare in the legendary slot exactly 1/4 of the time. The works out to ensure that each uncommon has the same overall rarity regardless of which of the three uncommon sheets it is on. If a rare appears in the legendary slot, it comes from a different sheet containing six mythic rare legendary creatures each four times and twelve rare legendary creatures each eight times (plus a filler). This leaves two mythic rare and two rare legendary creatures that don't appear on the sheet. For the purposes of collation, these are treated as normal mythics and rares. These cards are Darigaaz Reincarnated, Muldrotha, the Gravetide, Josu Vess, Lich Knight, and Shalai, Voice of Plenty.
After the legendary rare sheet, there are 41 rares and nine mythic rares remaining in the set. 40 of the rares appear together on a rare sheet, each three times with a filler. The remaining rare, Mishra's Self-Replicator appears with the mythics on another sheet. Presumably, Mishra's Self-Replicator is printed twice as often on that sheet.
The rarity of rare and mythic rare cards is slightly distorted by this sheet arrangement. Rares and mythics in the legendary slot appear slightly too often at 1/60 and 1/120 respectively. Also note that the are proportionately more mythic rares in this slot, so the chance of getting a mythic in this slot is 1/5. This doesn't affect the overall mythic rate because the mythic rate in the normal rare slot is lower than normal. I haven't been able to figure out the mythic rate in the normal rare slot from collation patterns, but mathematically, 11/90 makes a lot of sense. This number makes the chance of a normal mythic 1/120. Mishra's Self-Replicator will then be 1/60 because it is on the same sheet. The remaining rares are all equally likely, but slightly squished at 79/4800.
The A common run consists of 33 different cards each appearing twice. These cards are white, blue, and red (appearing in that order). The choice of first card is mostly arbitrary.
The B common run consists of 22 different cards each appearing three times. The cards alternate between black and green. The choice of first card is mostly arbitrary.
The C1 common run consists of 27 different cards each appearing twice plus Pardic Wanderer, the short-printed common. It includes cards of all colors and colorless cards. The choice of first card is mostly arbitrary.
The C2 common run consists of 18 different cards each appearing three times plus Pardic Wanderer, the short-printed common. It includes cards of all colors and colorless cards. The choice of first card is mostly arbitrary.
The A uncommon run consists of 30 different cards each appearing four times. The choice of first card is mostly arbitrary.
The B uncommon run also consists of 30 different cards each appearing four times. The choice of first card is mostly arbitrary.
The 20 legendary uncommon creatures each appear twice in a run of 40 cards. This is perhaps repeated three times to (mostly) fill up a sheet. The choice of first card is mostly arbitrary.
All of the marketing cards in Dominaria have a token or emblem on the front face. They are printed on an 11 × 11 sheet with different items appearing different numbers of times.

There is a picture of the foil common sheet available. [1] The picture quality is poor, so I supplemented it with empirical data. There is a pattern with cards appearing in columns alphabetically by color.
There is a picture of the foil uncommon sheet available. [1] There is probably a second complementary so that each card appears three times between the two sheets. The sequence is expected to mostly repeat. The only thing I've seen outside of this sheet is Adeliz followed by The Eldest Reborn.
